n The JSCE/JCI–VIFCEA/VCA Tokyo Workshop in 2006 |
Japan Society of Civil Engineers (JSCE)/Japan Concrete Institute (JCI) – Vietnam Federation of Civil Engineering Associations (VIFCEA)/Vietnam Concrete Association (VCA) Tokyo Workshop was held at JSCE Headquarters on 14th and 15th September 2006, based on the conclusions of the JSCE – VIFCEA Workshop, which was held in Ho Chi Minh City University of Technology on 9th December 2005 (See Newsletter No.5). The purpose of this workshop is to exchange the information on Concrete Standard Specifications in Japan and Vietnam and to discuss the direction of future collaboration. Eventually, the following Tokyo Resolutions were passed: |

JSCE/JCI – VIFCEA/VCA Tokyo Workshop participants confirm the importance to continue our collaboration and to develop Concrete Standard Specifications for Vietnam as a Japanese Technical Cooperation Project (JTCP). |

JSCE/JCI – VIFCEA/VCA Tokyo Workshop participants agree to prepare the framework of JTCP by organizing a committee co-chaired by Koji Sakai, JSCE and Tran Ngoc Hung, VIFCEA. |

According to the report by VIFCEA, Vietnam would like to develop a set of building codes and standards by 2010 and to have the cooperation of the Japanese partners for their completion. JSCE also would like to contribute to the Vietnamese challenge based on our experience. It is expected that the Tokyo Resolutions will work. |

n The JSCE–KSCE Joint Seminar in 2006 |
Japan Society of
Civil Engineers (JSCE) – Korean Society of Civil Engineers (KSCE) Concrete
Committees’ Joint Seminar was held on 20th September 2006 in Kusatsu,
Japan in conjunction with the 2006 JSCE Annual Conference, following last
year’s Joint Seminar held on 21st October 2005 on Jeju Island,
Korea (See Newsletter
No.4). The seminar was the
first collaboration based on the Memorandum of Understanding (MOU) made and
entered into by and between the concrete committee of JSCE and KSCE on 16th
December 2005. |

The major subject of the Joint Seminar
this year was “Maintenance and Management Strategy of Infrastructures in
Japan and Korea”. Proceedings of
the seminar (PDF) are available in the following table of contents. |

n Subcommittee on Post-Construction Quality Verification of In-Place Reinforced Concrete (JSCE 335) |
Early deterioration of concrete structures after a short
service time has been frequently observed here and there. Though the durability design scheme
has been implemented the durability related integrity of newly constructed
structures could still not be indisputably guaranteed. The main caused of the corrent
situation are: no obligation to inspect in-place concrete, favorable
specimen-based quality verification, together with inappropriate short
guarantee period, lack of reliable verification technique, and suitable
verification system. In such a
context, the need has emerged for a system that will enable post-construction
quality verification of in-place concrete. In response to the actual need, the subcommittee 335
was established in September 2005.
The purpose of the subcommittee is to discuss and share opinion on
related topics, review the current trend, point out the problems and carry
out collaborative researches among researchers and engineers having the same
interest on this matter. Chairman: Dr. Toshiharu
