阪神・淡路大震災では，自治体に対して膨大かつ多様な業務が押し寄せた．しかし自治体には，この規模の災害に対処可能な人材運用計画がなく精神論的活動に終始し，限られた資源（情報，人材）を有効的に活用できなかった．よって本研究では，効果的な対応を支える人材運用法を検討する．すなわち，災害時の業務処理モデルを構築し，様々な条件化でシミュレーションを行うことで，最適かつロバストな人材運用法を探る．業務処理モデルは，業務処理を水の流れに例えてタンクモデルを応用することで構築し，人材の能率と耐力および休憩の効果も考慮した．解析の結果，人材配置場所，休憩法に関して，最適な人材運用法につながる知見が得られた． キーワード（和）： 災害応急対策，災害業務，地震災害，防災計画，災害対策マニュアル，阪神・淡路大震災 掲載雑誌（英）： PROCEEDINGS OF ANNUAL CONFERENCE OF THE JAPAN SOCIETY OF CIVIL ENGINEERS 著者（英）： Emura Motoyuki, Meguro Kimiro タイトル（英）： STUDY ON OPTIMUM PERSONNEL MANAGEMENT IN EARTHQUAKE DISASTER 抄録（英）：
The local governments faced enormous duties during Kobe earthquake. However, without proper personnel management, they could not utilize the limited resources such as information and people. Therefore, we study the optimum personnel management in disaster by numerical simulation. Personal capacity like efficiency and stamina, and the effect of taking rest were considered in the simulation. The model adopted here was made by applying tank model.
