地震被害推定システムの構築とコンビニ活用を考慮した災害時の救援物質輸送オペレーションに関する一考察 The Development of Earthquake Damage Prediction System and Operation System of Emergent Goods Transportation in Earthquake Disaster Considering Utilization of Convenience Store

【抄録】 阪神・淡路大震災を契機として、地震被害や地域防災計画に関する 問題点や課題が整理されており、地震防災という観点でのソフト的な防災技術や情報の重要性が認識され ている.本研究では、震災時における早期被害推定結果をもとにした迅速かつ的確な応急対策を実施する ための支援システムのあり方と物資輸送オペレーションについて、情報活用の方法論を提起するとともに、 発災直後の混乱期における飲食料供給を補完する役割としてのコンビニエンスストアの活用可能性について 検討を行ったものである.
<Abstract> Since the big-scale Hanshin-Awaji earthquake disaster, the problem is considered related to earthquake damage and seismic preparedness plan. The importance of soft technology for disaster prevention is also recognized. In this study, based on estimation of damage at early stage in the earthquake disaster, we propose the methodology to utilize the information about earthquake damage supporting system and operating system of emergent goods transportation for possibility of quick and accurate emergency measure. Furthermore, this paper shows the convenience store has been utilized in order to supply drinking water and food just after the earthquake.
