【抄録】 盛岡都市圏では，多くの地方都市にみられるように大型小売店や宅地の郊外への拡大に伴い，中心市街地の空洞化が深刻化している．また自動車交通への依存度が高い傾向にあり，交通渋滞が慢性化しているにも拘らずバスなどの公共交通機関への転換が十分には進まない現状にある．高齢化の進行，渋滞の解消，環境負荷の低減等の地方都市の抱える今日的課題に対処し，将来の都市の構造や交通網のあり方を議論するには，複数の交通モードを考慮した都市空間のアクセシビリティを簡便に評価する解析システムが有用といえる．本論文では，地理情報システムを用い，中心市街地への周辺地区からのアクセスを対象に，バスならびに歩行を交通手段としたアクセシビリティの評価システムを開発した成果を述べる．評価事例を提示し，時間制約下での交通アクティビティ分析が可能になることを示した．

<Abstract> In a rural urban area, such as Morioka city, many retail stores and residential area are located in suburbs and the people tend to move out from the central urban area to the suburbs. A transit bus is not chosen, but a traffic jam takes place every morning on a roadway. The urban structure and transportation systems in the future should be designed considering with the spatial accessibility over the urban and suburbs area. This paper presents a geographic information system that can measure the accessibility between central urban area and suburbs by a bus and foot.
