【抄録】 災害時の被害シナリオ想定やそれに基づく防災計画の立案，そして災害情報の伝達戦略や避難誘導戦略の検討など，効果的な防災対策を実施するためには様々な検討が求められる．この問題に対し筆者らは，災害時の地域状況を総合的に表現するシナリオ・シミュレータを開発した．このシミュレータは，平常時における住民の生活行動と災害時の対応行動を考慮することで，発災時刻に応じた被災状況を表現可能であることから，的確な防災対策を検討する戦略策定ツールとして利用できる．また，本シミュレータは，任意シナリオによる計算状況を視覚的にわかり易く表現することから，災害現象や災害時の的確な対応行動を学ぶためのリスク・コミュニケーションツールとしても有効である．
<Abstract> In order to execute effective disaster measures it is therefore necessary to examine various problems such as damage assumption, warning transmission strategy, and evacuation plan, etc. The purpose of this study is to develop a Comprehensive Disaster Scenario Simulator that expresses a regional situation during a disaster in order to manage these problems. This simulator expresses resident's activities in normal circumstances and the evacuation behavior during a disaster. It can also express the extent of damage and casualties with the time of occurrence of the disaster. Therefore, the use of this simulator can be twofold: One as a strategy tool to examine effective disaster prevention measures. Two, because of its visual presentation and easy-to-use interface, this simulator can be used as a risk communication tool to learn about various disaster phenomenon and appropriate actions to be taken to reduce the impact of disasters.
