Annual Journal of Hydraulics Editorial Sub-committee
1. Authors
Authors who intend to
submit papers must follow the “Guidelines for Submission to Annual Journal of
Hydraulic Engineering.” In
order to respect the fact that the Japan Society of Civil Engineers (JSCE) is
an organization composed chiefly of individuals who participate based on their
own qualifications, the papers should be submitted with the names of the
individual authors on the manuscript.
Additionally, the various research committees of JSCE may submit their
results. Reports of the committees
should be written in accord with the separately established publication
standards for reports of research committees, the details of which are
established by the Paper Editorial Sub-committee.
2. Manuscript Submission
Destination and Deadline
Submissions will be addressed to
the Annual Journal of Hydraulics Editorial Sub-committee (henceforth,
called the "Committee") and submitted by the last day of September in
the appropriate year. All
manuscripts will be officially received on this day.
3. Manuscript Submissions
3.1 Conditions that should be
fulfilled by a manuscript
The following five
criteria should be fulfilled by a manuscript:
1)
The content is accurate.
2)
The manuscript is impartially written.
3)
The content and writing are well-polished.
4)
The content has not yet been presented.
5)
The manuscript has not been submitted to another academic
society's journal or other publication.
In regard to number 4, even a
manuscript that includes content that has been presented may be considered if
it corresponds with the following items:
1)
A restructured paper to which new findings have been added
2)
A paper that derives value from integrating content that has been
separately presented.
3)
A paper that has been presented in a periodical distributed to a
limited readership.
The Committee will judge whether
individual papers correspond with the items above. In order to make judgment easier and to
be stringent with accuracy, if content from a previous publication or related
to a previous publication is included, please clearly
explain what part of material in the manuscript has been previously presented,
to what extent, and in what publication.
A paper must be independent by itself. Please avoid completing very large
papers in a serial format.
3.2 Compiling the manuscript
Compile the manuscript as
follows.
1)
Please write so that the purpose is indicated and the main points
can be understood.
2)
Please make connections with previous research and technology
clear. In other words, please
indicate which points are unique and which parts were developed by previous
research and technology.
3)
Please narrow down the main points and write concisely. For example, a manuscript written in the
following order may be appropriate:
(1)
Objective
(2)
Methodology
(3)
Results and Discussion
(4)
Conclusion
4)
Please clearly and sufficiently express the content in a concise
title. As a general rule, the title
should be less than 20 words (less than 40 characters in Japanese). Adding subtitles or dividing a long
essay into Part 1, Part 2, etc. is not allowed.
3.3 Abstract and keywords
1)
Summarize the paper concisely in an abstract, and put it in the
designated location. The length
should be approximately 7-10 lines with 15 words per line.
2)
Select three 3-5 keywords that sufficiently express the content,
and put them below the abstract in the designated location.
4. Review
4.1 Purpose of review
The purpose of review is to
provide reference materials to judge whether a manuscript is appropriate for
publication in the Annual Journal of Hydraulic Engineering. The Committee may make requests for
changes in questionable and unclear points found during review. However, the responsibility for the
content of the manuscript is born by the original authors, and its value should
be judged by the general readership.
4.2 Review field
Appendix 1 shows the review
fields established for the Annual Journal of Hydraulics Engineering. Generally, manuscripts are reviewed in
the preferred field of the author.
However, when the preferred review field and the content of the
manuscript do not match, the field may be changed by the judgment of the
Committee. When submitting, choose
a preferred field for review from Appendix 1, and complete all the applicable
boxes on the "Application Form."
4.3 Reviewers
The reviewers selected by the
Committee will review manuscripts.
There will be three reviewers.
Generally, two will be members of the Committee, and one person will be
asked to be a reviewer by the Committee.
4.4 Evaluation
4.4.1 Evaluation
Whatever position the manuscript
may hold in its respective field, the review will be objectively evaluated in
light of the items below, such as the degree of contribution of the results of
research or technology.
(1) Originality: The content is not simply derived from
publicized, previously presented, or previously known material. For example, if the content corresponds
with the items listed below, it may be evaluated to have originality.
a)
The topic, content, and methodology are original.
b)
A problem in society or academics is addressed.
c)
The research contributes to explaining a phenomenon.
d)
Technological investigation and experience demonstrate planning,
design, construction and other topics with ingenuity and originality.
e)
Developments achieved by challenging research or technological
investigation are presented.
f)
New opinions and outlooks are presented about timely topics.
(2) Usability: Content should have engineering,
industrial, or other practical use value.
For example, if the content corresponds with the items listed below, it
may be evaluated to have usability.
a)
Topics and contents are timely and practical.
b)
Research or technology with applicability, usability, and
potential to be developed are recognized.
c)
Research and technological results give usable information.
d)
Experimental and observational data contribute as a reference for
research, construction and other uses.
e)
New mathematical tables and charts are convenient for application.
f)
Technology and research in the pertinent field are systemized, and
advancements toward the future are promoted.
g)
Research and technology developments have value that can be
applied in practice.
h)
Publishing the manuscript provides a great benefit to members and
readers.
i)
There is value that can be applied to experiments, studies,
planning, design and construction, now and in the future.
j)
Suggestions of problems, essays, or opinions about essays and
problems are practical.
(3) Currency: Rather than completeness and precision,
there is more value to presenting in early stages. For example, if the content corresponds
with the items listed below, it may be evaluated to have currency.
a)
Study results related to emergency disasters or accidents are
being reported.
b)
Problems are raised about new or ongoing projects.
c)
It is determined that expediting a presentation including new
academic and technological developments will contribute to society and the academic
community.
d)
New opinions and outlooks are expressed about a current issue that
requires urgency.
e)
A problem that should be resolved immediately in society or the
academic community is raised.
f)
Information that is urgently required by society or the academic
community is provided.
(4) Completeness: Content should be written clearly and
concisely. Whether the manuscript
is written so that the reader can understand the development is evaluated. However, extraordinary strictness,
accuracy, perfection, eloquence, etc. are not required. Points such as the following will be
noted and evaluated.
a)
The overall structure is appropriate.
b)
The objective and results are clear.
c)
The relationship to previous research and technology is clear.
d)
The written expression is appropriate.
e)
Tables and figures are made easy to understand.
f)
Overall, it is not verbose.
g)
The number of tables and figures is appropriate.
(5) Credibility: There are no serious mistakes in
content, and also, from the viewpoint of the reader, the content is something
with which the reader can place his trust.
Points such as the following will be considered.
a)
Important literature is quoted without mistakes and is fairly
evaluated.
b)
Compared to or evaluated with the results of previous research or
technology, conclusions are drawn correctly.
c)
The conditions of experiments and analysis are clearly written.
4.4.2 Judgment
Each reviewer refers to each of
the evaluation items in 4.4.1 and the papers that have been published in the Annual
Journal of Hydraulic Engineering until now. If a manuscript is above the standard,
publication is approved. If it does
not include content to the extent that it should be published and if it should not
be published, it is not approved.
However, if there is a problem identified in one of the evaluation items
in 4.4.1, a paper is not immediately rejected. Even if one of the points is doubtful or
questionable, a paper that offers content related to the development of
academics or technology will be considered for publication. In particular, complete consideration
and indication of currency is not deemed necessary. The items indicated below are the
standards made by the Committee for judging rejection.
I. Mistakes
a)
There are fundamental or objective errors in the thinking or
theoretical processes.
b)
There are mistakes in the organization of data or calculations.
c)
The paper is arranged to conform with a theory clearly unsuitable
to phenomenological analysis.
d)
Selective data and sources are used to advance discussion, so that
the paper is arranged in writing that is clearly not impartial.
e)
Many fundamental points indicating that revision is required are
included.
II. Previous presentation
f)
It is deemed that the manuscript has been previously presented.
g)
It is difficult to accept that the paper or report is independent,
because the paper is arranged in a serial format.
h)
The foundation of the paper is composed as if results of other
people’s research or technology were the results of the author.
III. The level is low
i)
Only accepted theory is discussed, with absolutely no new ideas.
j)
Even if there is some useful data, no value can be seen to warrant
a paper or report.
k)
The manuscript has not been developed to the stage of research or
technological investigation to make a paper or report.
l)
Conceptual ideas are poor, and only expected results have been
obtained.
m)
Research or technological content is simply a replication of
methodology used in another field, without any significance.
IV. Overall content
and intent
n)
There is a very strong political agenda or propagandistic intent.
o)
A very one-sided prejudice is taken, and the whole manuscript is
written dogmatically.
p)
It is not a theoretical or factual paper or a fact-based
report. It does no more than
presenting mere subjectivity.
q)
A tone of personal interest is very strong, and there are many
problems in publishing it in a journal.
r)
It does not correspond with the original intent and purpose of the
society.
4.4.3 Terms of publication
The Committee makes the decision
to accept or reject a contribution, based on the reviews of three people. When a decision has been made to accept
or reject a contribution, if there are revision ideas from the reviewers, a
revision request will be made. The
Committee will decide whether the author’s answers are sufficient. If the response is not sufficient, the
contribution will be eliminated.
5. Submitted Manuscript, Final
Manuscript
A Submitted manuscript is defined
to consist of an article. Please
convert a paper composed in the same format as a final manuscript to electronic
format according to the specified criteria and upload it to the website
designated by the Committee. The
final version is a version compiled in a CD-ROM after the decision to
accept. At the time of submission,
please upload the submitted manuscript converted to electronic format
according to the specified format and criteria to the website designated by the
Committee. Do not use hyper-link
function and animation in the manuscript.
When a suggestion is made for revision, please upload the manuscript
with the appropriate revision. Yet,
if appropriate revisions are not made, the Committee may reject publication.
6. Directions for Preparing an
Article
6.1 Format and application form
Please submit the manuscript in
an A4 image layout. Please compose
the manuscript and layout the title, text, figures, etc. following the journal
style. Additionally, there may be a
request to make corrections based on the results of the reviews. At the time of submission, complete the
following items as well as other required items on the application form on the
Committee website.
1)
Title and author (Japanese and English). However, an English name follows the
order: first name, last name.
2)
Membership and work address, individual membership number of the
first author
3)
Preferred review field
4)
Corresponding author name, address, etc.
5)
Other
6.2 Page setup and page number
The left and right margins should
be 2 cm, the top margin is 2 cm, and the bottom margin is about 2.5 cm. There should be two columns with an
interval of approximately 5 mm between the columns and 50 lines per
column. Column width is 8.2 cm. Please refer to the Japanese manuscript
example or the English manuscript example.
6.3 Writing and chapters,
sections, and sub-sections
Please avoid content description
related to personal expression, advertisement, and/or promotion. The chapter, section, and sub-section
heading numbers will be uniform as follows. Please do not use more minor headings.

Make the sub-headings
with block letters, and use left-alignment.
6.4 Equations and
symbols
Please us common-sense symbols as
much as possible for unit symbols, symbols, and letters used in graphs and
equations, and add a reference table for symbols as necessary. Reduce mathematical formulas as much as
possible to a simple form. Please
explain expansions and inductions of equations in the text. In addition, please avoid using more
than one meaning for the same symbol.
Please check invariance of font face with local PC setting.
6.5 Unit system
In general, please use SI
units. When old unit systems are
used, please write SI units in parentheses.
Example: mass per unit volume 1 tf/m3
(9.8kN/m3), pressure 5 kgf/cm2 (0.049 MPa)
6.6 Figures, tables, and
photographs
1) The color figures, tables and
photographs can be accepted as long as the file size does not exceed a limit of
file size defined by the Committee.
2) In general, please use the
same language for headings and explanations as in the main text.
3) Please do not insert figures,
tables, and photographs next to the main text.
4) Please consider ease of
viewing in arranging text and text size within the figures, tables, and
photographs. Please refer to the
"Guidelines for Electronic Submission and PDF composition" on the
Committee website to compress the photographs and figures, being careful not to
excessively reduce the resolution of the converted pdf
file.
5) When other publications are
sited, please site the source, and obtain permission from the original author
if necessary.
6) In general, for methods for
drawing figures, please refer to the "Civil Engineering Standards for
Drawing Figures." Please be
careful to consider line width and font size for the final product. The standard font size for the final
product is 1.5-2 mm (for an A4-size image). Additionally, draw symbols slightly
large so that they are not too small.
6.7 References
a) Please list and number cited
sources in order of citation at the end of the paper. Within the paper, please number
indefinitely and make numbers correspond to the citations at the end of the
paper.
b) For citations, please use the
order: author(s), title, name of journal (name of book), volume number, page
number(s), date of publication. For English journals, use last name,
initial. Even if there are many
authors, please put them all in the references list. However, when citing within the text, if
there are more than three authors, it is acceptable to abbreviate by writing
only the first author followed by "et al."
c) For books, use: author(s),
title of book, page, publisher, publication year. For English books, use capital letters
for the initial letter of each word.
Please use italics for the names of journals and books.
6.8 Footnotes
As much as possible, please avoid
using footnotes or notes within the text.
Explain within the text, or if there is no relationship to the flow of
the text, insert an appendix at the end of the text
6.8 Manuscript format
Please follow the format of the
Japanese or English manuscript example for final versions.
7. Writing Style of Revised
Version of Article
If there are revision ideas from
the reviewers, please revise the article and make a list of corrections in
accordance with the "Example of Revised Manuscript". Please convert the revised manuscript
and the list of corrections to an electronic format according to the specified
criteria and upload it to the Committee website.
8. Writing Style of Final Version
of Article
After it has been accepted for
publication, please convert the manuscript to an electronic format according to
the specified criteria and upload it to the Committee website. The Editorial Committee will record it
to CD-ROM. As with the manuscript,
when converting to electronic format, please be careful not to excessively
reduce the resolution of photographs or figures. Please be careful to use a special font
for block letters (bold) used for numbers of chapters, sections, and subsections;
italics used for symbols and equations; and other letter types. Please note that a request made for
resubmission will be made for papers that do not coincide with these
criteria. Please compose final version
of an article following the style tips and the Japanese and English manuscript
examples for final versions.
9. Copyright and Author
Responsibility
As described in item 8 of the
"Guidelines for Submission to Annual
Journal of Hydraulic Engineering", the copyright of each composition
published in the journal is the applicable author’s, and authors hold
responsibility for the content of the manuscript. Therefore, the Committee will not handle
mistakes discovered after recording to CD-ROM or after printing. The applicable authors are asked to
fulfill their individual responsibility.
10. Legal Power to Exercise
Copyright
The state of copyright privileges
in internal and external affairs—including simplifying procedures for citing
(reproducing) compositions of others, offering of database information outside
the Society, and participating in a centralized copyright processing group, as
envisioned in the near future—is broadly changing. By exercising the legal power of
copyright with the Society, each power may be exercised expeditiously.
11. Miscellaneous
(1) Manuscripts are checked to
make sure they fulfill the minimal appearance requirements. If they do not pass, consideration will
be temporarily suspended, and the author will be contacted.
(2) The manuscript file—both the submitted manuscript and the extracted
draft—will not be returned.
(3) The reviewer names and review
content of individual manuscripts will not be released to the public.
(4) The publication fee is
17,000YEN per paper. However, if
the first author is not an individual member of JSCE, 10,000YEN will be added.
There is no re-print service.
Note) This
fee may be changed.
