企画テーマ 企画テーマ(英訳)	本気で流入制御！−理論と実務の融合− Inflow Control - Theory meets Practice -
企画概要	大都市近郊の高速道路では渋滞が頻発しており，その削減のために多くの対策が実施されている．しかし，それらは，新規路線建設や拡幅等の大規模なものか，料金施策や情報提供による利用者の自発的な行動変化に期待するものであり，必ずしも費用対効果が高いとは言えない．一方，流入制御は，理論上だけでなく実務上も費用対効果に優れた手段であることは明らかであるものの，殆ど実施されていない状況である． そこで，本セッションにおいては，これまで個別に検討・議論されることが多かった，流入制御の理論と実務を有機的に融合（本格導入を目指した理論分析と予測効果を議論）することで，質・量共に充実した流入制御を実施するための突破口醸成を目標とする．
企画概要(英訳)	Congestion on expressways of the big cities are frequent, and various measures have been carried out to reduce them. However, the construction of a new roads, and provision of the traffic information (route guidance) proved not to be cost effective in operations. On the other hand, theory has shown that inflow control is an effective measures to reduce congestions and additionally has the potential for cost effective operation. This session aims to bring theory and practice together, as well as to discuss the issue to be solved.
