企画テーマ 企画テーマ(英訳)	土木計画学におけるガバナンス問題 Governance problems in infrastructure planning
企画概要	土木計画学分野で扱う問題では，さまざまな利害関係者の意思決定のコーディネーション問題が重要となる場面が多い．本セッションでは，このような意思決定をコーディネートするための制度設計（法律，契約，規制等）について議論を行う．制度設計の問題をガバナンス（統治）の問題と捉えることによって，問題分析及び政策的知見の導出のための包括的な方法論を確立する意義は極めて大きい．また，実際的問題に対する政策的知見を見いだす上で，実務上の慣習等にも精通した人材との共同研究は必要不可欠である．本セッションでは，制度設計問題の方法論についてだけではなく，研究者と実務者の協力のあり方についても議論される期待される．
企画概要(英訳)	Problems in infrastructure planning often involve the issue of coordination of various stakeholders’ decision makings. This session is aiming to discuss about institutional design for infrastructure planning. It is significant to establish a comprehensive approach for analyzing observed problems and finding policy implications, regarding institutional design as the problem of governance. To attain this purpose, interactive communication between researchers with theoretical approach and practitioners is essential. In this session, not only the methodological issues but also the scope of collaborations between researchers and practitioners are expected to be discussed.
