企画テーマ 企画テーマ(英訳)	日本におけるＥＳＴ施策の現状と課題 The present situation and problems of EST policies & measures in Japan
企画概要	運輸部門の地球温暖化への負荷を抑制することは喫緊の課題であり，かつ土木計画学の貢献が期待される分野でもある． 日本で2004年度より始まったESTモデル事業をはじめ，全国各地で地球環境問題を意識した交通施策やプロジェクトが行われているが，その内容は様々であり，体系化がほとんどなされていない状況にある．本セッションは，日本におけるESTへの取り組みについて，その理念，政策の検討や具体的な推進方策，評価手法などを紹介し，現状把握を行う．その上で，地球環境問題が制約条件でなく目的変数となりうる今後，EST施策に求められる方向性を議論することを目的とするものである．
企画概要(英訳)	Reduction of the load to global warming from transport sector has become a more important and urgent focus, which must be solved by infrastructure planning researches. In Japan, the EST projects started from 2004. And, many transport projects with environmental concerns are conducted. However, those trials are not positioned as integrated system. In this session, an discussion with EST projects in Japan, including their concepts, related policies and measures, methodologies how to evaluate and implement policies. From now on, global environmental issues will not be a constraint so much as an objective variable. This session also aims at discussing the direction of EST policy as one of the important concepts for transport policies in the future.
