企画テーマ 企画テーマ(英訳)	超長期的マクロ経済の視点からのインフラ政策 Century-Long Macroeconomic Infrastructure Policy
企画概要	インフラストラクチャーに対する投資，維持管理，更新，および除却などの政策には，長期的な時間スパンのもとで実施されるという性格がある．さらに，多くのインフラストラクチャーは，単一構造物としてではなく複数の組み合わせあるいはネットワーク化されたシステムとして機能するものである．これまで土木計画分野では，要素技術的に費用便益分析やアセットマネジメント手法に関する研究が数多く蓄積されているが，これらに比べて，世紀にわたる超長期的なマクロ経済の視点からインフラストラクチャー政策を対象とする研究蓄積が少ない．本企画は，こうした問題意識に基づき，動学的分析アプローチを中心に，マクロ視点の政策評価手法について議論する．
企画概要(英訳)	Infrastructure policies which contain repeated cycles of investment, maintenance, replacement and disposal should be analyzed and evaluated in century-long time span. Infrastructure system in general has network structure and consists of several sub-systems so that the system cannot work as a single structure. Thus long run and macroscopic points of view are inevitable for the discussion of infrastructure policies. Cost Benefit Analysis and/or Asset Management studies have been developed and they are the mainstream of methodologies in infrastructure planning field today. The methodologies treat relatively short run and microscopic problems. However, we have not sufficiently solved century-long and macroscopic issues. Many issues with regard to multi-generations or multi-centuries are still left to be discussed. This session will discuss the methodologies of long run and macroscopic policy analysis.
