企画テーマ 企画テーマ(英訳)	道路の計画設計と交通運用 Latest issues on road planning, design and traffic operation
企画概要	道路には，夫々の階層的区分に応じた交通機能(トラフィック機能，アクセス機能等)が求められるが，日本の道路交通においては，これらの機能の確保とそれに応じた道路交通サービスの提供が甚だ不十分な状況にある．道路の計画設計や交通運用に未だ多くの改善の余地が残されている．また，必要な道路の的確な整備を進めるためにも，従来の需要追随型の道路計画設計を改め，機能に応じた性能目標達成型へとの発想の転換が求められている．本セッションでは上述の問題意識から，道路の機能を確保し，安全で交通性能向上に寄与する計画設計や交通運用手法について議論する．関連の論文を広く公募し，事例報告も含め実務からの投稿を特に歓迎する．
企画概要(英訳)	Although every road should be designed and managed to realize its peculiar function such as “traffic” and/or “land-access” corresponding to its hierarchical classification, this has not been sufficiently achieved in road traffic in Japan and this results in providing unsatisfactory level of service. There is a lot of room for improving road planning, design and traffic operation. Additionally, in order to further promote necessary road network improvements, switching a basic policy on road planning and design from “following traffic demand” to “accomplishing required performance corresponding to its function” is being strongly demanded. In this organized session, from the problem statement mentioned above, the latest issues regarding road planning/design and traffic operation schemes are thoroughly discussed. Contributions are widely called, and particularly reports from practice are also very welcome.
