| 五ヶ瀬川水系北川では、河川法改正後の最初の河川激甚災害特別緊急事業が実施された。学識経験者や地元代表者が参加した川づくり検討委員会は、北川の豊かな自然環境の保全を図りつつ流下能力の抜本的な改善を図る方法を検討する過程で、河川環境情報図を作成し、改修インパクトに対する改修後予測のツールに活用した。工事では、改修による生態系への影響を最小化するため、平常時水位以上に制限した高水敷の掘削や代替の人工ワンド設置、地域固有の河畔林の保全などを実施した。また、モニタリング調査を行い、その結果を必要に応じ調査内容や計画内容の方向修正、配慮事項の実施計画の変更などにフィードバックする順応的管理を実施した。 | A special emergency project was implemented at a channel of Kita River, a tributary of Gokase River, in Miyazaki Prefecture to manage serious river disasters. It was requested to preserve the excellent environment of this river while ensuring the required level of river's flow capacity. The Committee on Kita River Improvement has drawn a "River Environmental Information Charts," and based on the chart, considered about the conservation of the river. Another committee has monitored the river's environment to find out the problems caused by river improvement works executed, and modified these works if necessary. |
