| 本件は、水系全体の総合土砂管理事業で、通砂という新しい手法を取り入れてその利点を具体的に示した点が高く評価できる。土砂に関する問題・課題の解決だけではなく，自然環境にも配慮した取組として，今後ますます注目される分野である。また、ダムの存在を前提とし、ダムと共生しながら生物多様性や親水機能の回復を目指す姿勢が評価できる。さらに，山−ダム−川−海を網羅し、水系全体で協働することの重要性を明らかにした意義は大きい。様々な視点から多面的に効果が検証され，総合的に体系化した取り組みは高く評価できる。行政・民間・学識者・地域住民が一体となった本プロジェクトは、今後の河川事業の範となるものである。 |
Mimikawa River Integrated Sediment Management Plan aims to not only resolve various problems caused by sediment but also revitalize the river environment by incorporating a new approach called sediment sluicing. The framework is highly valued for its multifaceted approach on the effects of sediment on the river. Local officials, private sectors, academicians as well as community members worked together to have a comprehensive evaluation of the neighboring mountains, dams, rivers, and the sea, and implement the common goal of integrated sediment flow management. This government-academic institutions-industrylocal communities collaboration is going to exemplify future river projects. |
