京極発電所建設工事における生物多様性に配慮した環境保全対策

| 環境影響評価法の適用を受けた初の水力発電所である京極発電所において、京極湿原や生態系の保全のため、調整池の工事区域の調整や生態系、動植物の保全など多面的な対策がなされた。施策の効果については工事期間中および施設運転開始後2年以上にわたり、新たな評価指標を追加した環境調査及び環境巡視を実施しており、影響を最大限回避できていることが確認されている。また、期間を通じて約1.7万人の視察者受け入れ、報告書やラムサール条約締約国会議等において積極的に情報を発信し、先駆的事例として今後の同種プロジェクトに対する貢献をしている。 |
The Kyogoku Hydroelectric Power Plant was necessary to be constructed with various measures to preserve the Kyogoku Wetland and ecosystem in the affected area, under the Environmental Impact Assessment Law in Japan. Environmental investigations adding new index were continuously carried on during construction period and more 2 years after completion to be certificated the effect of conservation measures, and it was confirmed that the environmental impacts were minimized. 17,000 of visitors were accepted throughout the construction period, and the annual environmental report was publicized every year, and the information on the condition of Kyogoku Wetland was provided at the Ramsar Conference of the Parties. This project will contribute to the similar development in the future as a pioneering example. |
